U.S. Capacity Utilization Rate

"Capacity utilization" means the possibility of the state to exploit their productivity, and the capacity utilization rate is the ratio between the size of the actual production of the "real" and the size of the total production which can be reached in the case of the exploitation of the state for the entire productive resources.
